Colorado estimates its Medicaid initiative for immigrant families has surpassed the estimated program costs by over 600%, compared to the state legislature's fiscal analysts.
The Cover All Coloradans program provides health benefits to children and pregnant women who are otherwise ineligible for Medicaid, regardless of their immigration status. It took effect in January 2025.
Democratic lawmakers in the state passed the bill approving the program in 2022 based on a projected $14.7 million price tag for fiscal 2025 through 2026. The cost has now ballooned to $104.5 million, the Colorado Sun reported on Monday.
The drastic increase is caused, in part, by the number of immigrants qualifying for Cover All Coloradans. About 3,700 immigrants were expected to enroll in the program at the time, but the number of enrollees is nearly 28,000 now.
The program's cost for the next fiscal year is supposed to be even worse — $127.4 million instead of the initial $14.7 million estimate.
This comes as the state legislature deals with an estimated budget deficit of $850 million to $1 billion for fiscal 2026 through 2027. The shortfall is driven by rising Medicaid costs and revenue losses from federal tax policy changes, namely the GOP-backed One Big Beautiful Bill Act.
The budget deficit forces state lawmakers to cut spending in order to balance the budget proposal, which Gov. Jared Polis (D-CO) proposed will cost $50.5 billion. That represents a 3.9% increase over the prior year.
So the CO dems did not figure the costs correctly....Glad water is still wet.
