Put in plain terms, this amounts to the State arguing a reductio ad absurdum for the sheer sake of getting to the preconceived notion that the State can do no wrong, thus, no harm, therefore, no liability despite the argument in getting there is literally absurd in that it must deny the plain truth of the matter!

"Your Honor, for all we know, the defendants might have been run over by a speeding semi had we let them out the back door into the quiet alley, therefore, we shoved them out into the middle of a riot!"
