The man is down and getting handcuffed but the dog is still released upon the man to attack him.

Dogs should NOT be used by the police in this way. Far too often they show they are simply not capable in responsibly handling a dog.

Dog should be painlessly put down. Cop should be nailed to a cross and left until his bones fall apart.
