Okay, I definitely agree that he should be charged. However what if the races were reversed and it was a black man who ran over a white man? Then what would happen? Would we ever even hear about it?

The same damn thing if there is evidence. Cops get away with a lot when there is no evidence to provide conviction but it's the same thing for the normal thug. No evidence no conviction.
