If lights are on, that would be less of an indicator that anything nefarious was going on, because you'd shut the lights off at closing, and criminals wouldn't or couldn't know where how to turn them on. People stay in buildings after hours all the time, like the Janitor coming in, or third shift stockers. There is nothing odd about it at all, especially in California where you can find masses of people up, walking around at all hours.

Story doesn't wash, as I have been in the exact situation at two facilities, same time of night, except working alone with all the lights on in the offices, glad they showed up to check the unusual, I invited them in for coffee and took a break from spreadsheets or project. I have no problem showing ID and cooperating with cops looking out for me and the facilities involved. At the out-of-town location, them seeing ID, but still not knowing the score or knowing me from Adam, I had them stand still, while I set and and cancelled alarm system. I was the friggin plant manager of that one. Nobody handy to vouch for me down at the crossing, that time of night and certainly not in the best part of town.

Any good criminal will tell you that they target places with low visibility. Criminals are going to waste time trying to find the damn light switch, just so people can see them robbing the joint, when they could have just kept them off and been out 5 minutes earlier? I don't believe it. I was listening to Larry Lawtner mock rob a place, and he said low visibility is perfect.
If they were white, it wouldn't have been unusual, just like it wasn't unusual for me and my white coding buddies to sleep in the office. And no, I don't believe your story that you just made up to fit the narrative. But I'll tell you this: what if I told you that even if the cops had every justification to stop someone doing a criminal act, that it is still racist?

Let's stick to what actually happened: No such call was made. The location was not in fact broken in to. He saw black people and called it a day.

Let's stick to your model: But this time the cop walks into a store being robbed, does nothing, says nothing out of fear of being charged with racism and the store gets robbed and he is suspended for walking away from a crime!
