Apparently there is a law that says the state can't give out names of welfare recipients (a bad law in itself) and so the dems are saying this applies even to state employees who lie to get benefits.!!!

State law means names of state employee fraudsters stay secret - Journal Inquirer: Page One

State law allows Gov. Dannel P. Malloy's administration to conceal the names of the 185 or so state employees who were disciplined for fraudulently taking welfare benefits after Hurricane Irene, the state Freedom of Information Commission has ruled.

Among the employees are a Department of Transportation worker who kept her $97,000-a-year job despite lying to get welfare benefits for the poor, as well as an employee at the Department of Mental Health and Addiction Services who invented a dependent grandmother in applying for benefits.

The Journal Inquirer recently lost its case before the Freedom of Information Commission seeking the names and personnel records of the disciplined employees. The newspaper maintained that state lawmakers hadn't meant in adopting the law to shield those who abuse the system, but solely to protect those who lawfully receive benefits.

But Malloy's administration challenged the newspaper's request, contending that releasing the names and records would violate state law. The measure not only shields the names of welfare recipients, but those who apply for benefits as well.

So even though the employees lied to get benefits, they did apply for them -- making them a protected group under the law.
Legislators adopted that law in 1993, prompted by a federal requirement that states craft measures to protect the identities and personal details of those who receive welfare benefits
