But when it does rain it floods and kills people. Capturing groundwater is brilliant especially when they have the recharge capability
The obvious source being nuclear power.Modern desalination plants produce clean water and cheap electricity as a by product.
Desalinization uses energy, it doesn't produce it.
If they're using nat gas, of course it's cheap.

The point is, in the middle of one of the driest deserts on this planet, putting in additional water infrastructure makes more sense than, let's say, Washington State, where it rains 300 days a year.
