That might be the problem right there, if white people are picking on the behavior of black people too much, with false criminal accusations, etc, which are clearly by any reasonable objective standards racist, but otherwise the connotation of "monkeying around" is more that of a "handyman" or mechanically inclined person tinkering with a car engine or other machinery to do maintenance or make repairs. Nothing wrong with "monkeying around" unless it's unauthorized.

The only reason "monkeying around" would be deemed offensive is if there's an automotive or similar shop in town, and people are a little bit too professional and exclusive with the mechanical repair work.
