I layman's terms he fucked up, and the media caught him before it became much worse. So he backed down and reversed a horrible decision.
Can't say the same for other states.

But if you look at it, he caused the death of thousands of seniors and other states killed hundreds but because of the population in New York being much higher the percentage of fatalities was lower....or...more medical help arrived in New York to treat more patients keeping the fatalities down.
