Europeans don't own AC because Madrid is inline with New York... So most of US is below New York and most of Europe is north of New York...
Most of Europe has generally a more milder climate... No need for AC until below Paris and even at that, they have a lot of building with Stone which is naturally cooling...

EU has higher energy prices because they don't have a huge abundance of Natural Gas... So EU is looking for alternatives...

CA has to import a lot of its power, this means money leaving the state... Solar is a smart way of keeping more money in the State... This is the same thinking in Europe...
