It also says that she never worked directly for either Clinton or Obama as she was merely a State Department employee. It also says that when she was arrested she was still a State Department employee during the Trump administration, meaning she would have worked for Trump, as well. I suppose technically China is not a declared enemy, though they behave in many ways as if they are, and that prevents a legal charge of treason. But there is no reason why I myself cannot call this woman a traitor. If that distinction bothers you I would suggest trying to get over it.

Claiborne entered the State Department during Bill Clinton's administration and was arrested a few months into the Trump era. The DOJ mentions specifically Claiborne has co-conspirators in this matter and it's certain her arrest does not
