Congress had certain Constitutionally authorized expenditures that would be adequate even in todays world if we weren't trying to play Santa/Team America at home & abroad with expenditures they can only make by first confiscating it from the rest of us.
Most things the Feds do these days are best left to the states or in private hands, if they should be done at all.
Plus, I have never bought the BS theory of a "Living Constitution" the left & activist judges frequently use to circumvent the plain meanings of words when read in the proper context of the times in order to advance an otherwise indefensible agenda..

Section 8: Powers of Congress

To borrow Money on the credit of the United States;
