The GOVERNMENT never promised reparations. William Tecumseh Sherman proposed giving ex-slaves forty acres seized from slave owners and the temporary loan of a government owned mule. He wasn't authorized to make that offer and it was quickly rescinded.

My understanding is the Evanston applicants for reparations only have to be slave descendants. There is no requirement to show the applicant was discriminated against in housing.

The housing policies and practices occurred thrughout the 20th century and in some places still happen now. This money is going to residents of Evanston who are affected by racist housing policies. It is funded by a tax on weed.

Now if you right wingers would read stuff other than rght wing white victimhood garbage, there is a study by Jane Kim at Boston University that quantifies the effect of racist housing policies that excluded blacks thrughout the last century. She has stated that the federal government provided whites with the equivalent of over 1 QUINTILLION dollars to subsidize white wealth through home ownership whie denying blacks. Most of you probably benefitted from this.
