Yes, I concur ... a child calling about missing dolls is a significantly better use of emergency services time than what most adults call about.

From noisy dogs (which police can't do anything about) to persons of the wrong ethnicity in their neighborhood (which police won't do anything about).

I second this, but only to a certain extent. My grandmother did it once after old age started setting in for her. Being cold was her reason for dialing the number.

I did not call 911 -- in USSR the number was 02. Age 8 called to report my classmate for looking like a wolf.
