I believe her comment(s) are being taken out of context and people are reading what they want to into it.
There is Nothing that looks like an attack on the victim, or anything disrespectful.
Saying people find themselves "wrong place at the wrong time" is Not suggesting they do not belong where they are. It's a phrase used to describe a terrible fateful encounter.
And suggesting somebody got startled and ended up shooting somebody, is not excusing the shooter or defending them against any charges
