I don't know what context can possibly change the meaning of that quote. He is saying what a lot of people believe, that yes, there will be gun deaths. He's right, there will be when everyone has access to a firearm, just like people will die when everyone has a drivers license.

He mentions that there are over 50,000 automobile deaths per year. Would you suggest we take away cars? If you say "no" then you are saying the exact thing kirk was trying to convey.
