The government, through the National Institute for Occupational Safety and Health, reported 99 cases of "complicated" black lung, or progressive massive fibrosis, throughout the country the last five years.

But NPR obtained data from 11 black lung clinics in Virginia, West Virginia, Pennsylvania and Ohio, which reported a total of 962 cases so far this decade. The true number is probably even higher, because some clinics had incomplete records and others declined to provide data.

That increased demand comes as the Black Lung Disability Trust Fund is stressed. The fund is nearly $6 billion in debt. It has taken on 1,000 claims that were covered by self-insured mining companies until they went bankrupt. And the coal excise tax that supports the fund is set for a 50 percent cut in two years.

"I think there are real reasons to be concerned about the viability of the trust fund," says Smith.

The Stone Mountain study follows a NIOSH review of cases at a small clinic in Coal Run Village, Ky., in 2016. NIOSH researchers confirmed 60 diagnoses of PMF there in 20 months. That alarmed them because NIOSH had earlier reported only 99 cases nationwide in five years.


There is also concern involving possible repeal of the Affordable Care Act, which contains a provision that makes it easier for miners to get black lung benefits.

It is not just that black lung is coming back but it is a much more agressive form and hitting them younger. Men in their 30’s 40’s 50’s.

The reasons are varied but thought to include working longer shifts and most of the big seams are mined out leaving thinner seams with a lot more silica dust.

So if there are reasonable ways to reduce...why not? Do you value profit over life?

When a new spate of fatal occupation caused illness shows up like this you dont just dismiss it and sweep it under the rug...you figure out a way to mitigate it. Not pretend it is nothing. Health and safety regulations constantly need revised and updated. You are pretending it is a choice for or against mining but that is a strawman. You can have both. We are past the era in this country where human life is an exceptable trade off for profit.

My Grandfather a coalminer as a young man died of black lung at about 70 and is buried in the big , old Welsh Cemetery . --------------- if you know Scranton did you ever checkout the coal mine fire thats been going on for , must be at least a hundred years now Coyote . --------------------- pretty much off topic , just being friendly Coyote .

And i am not really aware but i do believe that Coal Miners are protected as best as can be protected in the year 2018 . But if coal is to be mined there will always be some deaths Coyote .

Seam mining has always been a dangerous profession. Uranium mines were the worst and gold mines were little better. but it is the image coal has gotten as a result of the environmentalist and labor movements which has led to its being singled-out as the source of such derision. Certainly, coal mines were dangerous places to work, but with advanced technology, it is a resource which can be relatively safely be exploited today. This is no longer the early 20th century.
