According to the linked article, he did have a permit. They claim that there was a miscommunication between him and his lead car due to radio traffic. It was an accident. Damage was done. I haven't seen where he is denying responsibility and I am sure the insurance that was required to obtain the permit will pay for restoring the overpass.

LOL, since he is a 64 year old Canadian and he spoke to law enforcement, I would assume so. He was from Ontario though, so with its proximity to Quebec, maybe not.
