I read the Bill, it seems to emphasize acts that might be interpreted as expressions of antisemitism. There are Jews who regard the New Testament as the most antisemitic literature that exists.

So why are American conservatives here bothered by that?

Oh and it makes no reference to the Bible either.

That's not what the law says at all. The law doesn't make quoting the Bible illegal at all, nor does it "criminalize" the Bible. That's a flat out lie.

The law removes the religious exemption for hate speech. The law says that you cannot use the Bible to get around hate speech laws. The law in no way criminalizes quoting the Bible. So the entire OP is a complete lie.

The Criminal Code currently includes an exemption for hate speech, "if, in good faith, the person expressed or attempted to establish by an argument an opinion on a religious subject or an opinion based on a belief in a religious text."

On Tuesday evening, the justice committee added a Bloc amendment to the Liberals' Bill C-9 — dubbed the Combatting Hate Act — that would remove the religious exemption.

Hate speech is illegal in Canada. Saying that the Bible says it's wrong is no longer an excuse to get around hate speech laws. That in no way criminalizes quoting the Bible.
