When authorities turn a blind eye to corruption it is only a matter of time before a nation goes into decline. History has shown the steps of failed nations be it centralized police state controls or unchecked corruption.

Hell, even President Xi at least addressed corruption within his own party, though some suggest it was just to purge so its impossible for the layman outside the country to know for sure I guess.
