So fouling the water swimming has to be banned for fear or disease. Killing marine wildlife. Fouling the air. Solar panels are toxic, & there is no place to dispose of them unless you just want to dump them in landfills or in the ocean, contaminating the water, fish, land, crops, and help destroy the planet ... oh, and they can overheat and cause them to be ineffective / inefficient
