How to Screw over Your Tax System!
With the Trump tax cuts, the Republicans decided to punish blue states like New York and Cal. by limiting the deduction for state and local taxes to $10,000. In response, and in February 2018, New York Governor Andrew Cuomo announced a plan that allows companies in New York to impose a 5.0 percent payroll tax on wages above $40,000 in place of some income taxes.
This nullifies the impact of the cap!
Economist Dean Baker wrote this of the situation.

The problem is you get unintended consequences, doing this will also shield New Yorkers from taxes they should pay. Dean Baker also writes.
