California just voted to allow racial and gender discrimination in all its public activities. The bill will move to the ballot in November for a popular vote.

I'll give you two guesses on who they are chomping at the bit to discriminate against.

California has set the country back nearly half a century.
 
I have never heard a Republican politicians talk down to people due to their race.

I don't hear Republicans talk about race during their national debates as they primary.

But what I do hear the Left and democrats talk about race more than the former Nazi party did.
 
Conservatives have a lot to learn. No democrat cares even a little bit if he is called a racist (or is a racist for that matter - in fact they take pride in that).

California wants to do what other Blue States do, set up MBE/WBE/DBE (minority/women/disadvantaged owned) business programs, that require a certain amount of government contracts and subcontracts within government contracts (sometimes up to 25%) be given to said businesses.

What it often does it create a racket of "shell" companies, and things like some white guy making his wife "president" of the company so they can be subcontractors.

The issue is that they often set the goal based on total contract value, and then limit the overall subcontract value based on contract value. So 25% of your contract value has to be subcontracted to MBE/WBE/DBE subs, but you only get to subcontract our 30% of the overall value of the contract.

Guess what businesses get left out?

It won't be. It's done in States like NY and NJ all the time. I work in the public sector construction industry so I know it first hand.

They make it sound like the quotas are "goals", not set in stone numbers, but good luck winning a contract if you don't meet your "goals" when it comes to minority/women/disadvantaged owned subcontractors.

Capitalism has a Natural rate of unemployment that must be solved for to promote the general welfare.
