Insulin is made from sheep...livestock that needs to be cared for and all that.

50 million dollars for a sheep farm and insulin harvesting process?

What are they going to do with the wool and meat?
Who is going to take the glands and process out the insulin?

Why not just work with farmers already raising sheep livestock? (Like in Idaho)
And then work with meat processors to harvest the organs...(as well as other Jax products)
And woolen mills to process the wool...

Seems like a huge amount of money that a few phone calls and deals could have done much much cheaper.

First off you listed Banks in you rant and you forget Banks are regulated at the Federal Level, so you will be stepping in the Federal Government toes.

As for Utilities it depends on what you are writing about…

Oil can not be put in the same boat as Electric, gas, and water and what I mean by gas the natural gas for homes.

As for insulin the State Governments can implement their own form of Social Medicine all they want because of Obama failure to secure a better deal for the Citizens of this country…

Any State can put up it single payer system and nothing the Federal Government can do but remember you will be taxed higher and will lose people because of the adjusted Tax rate…
