It appears most of the debt was from the state issuing bonds that were used to build school buildings and the "ilk" that are now carried on the books of local govt, with the state showing the liability. And the voters approved a tax hike to remove that liability and return the state to the black (s and browns and Asian and OTHER NOT AMERICAN types)
And as you posted, the liability does not include the lack of pension funding which IS TOTALLY A LIBERAL STATE PROBLEM BECAUSE EVERYONE KNOWS CONSERVATIVES DON'T DEFICIT SPEND. NO ONE EVEN DISPUTES THIS, unless the put up FAKE NEWS! (-:

As long as everyone understands that California can be collapsed before next Christmas, if we all work together to deny them any funds from tourism, etc. They, New York, and Illinois are in severe problems, and we/I/you have the ability to make their lives miserable by just judiciously watching to insure not one tax cent, goes to California, etc. The leftists can pretend all they want, and they learned it all from Hollyweird, lol. But when the rubber meets the road, if you pass the word to like minded individuals, and together on the internet we deny them 5 to 7% of tourism dollars and other income we have an effect on, (I know, sounds bad, but buy foreign veggies, not California veggies) they are cooked, and so is the left, illegals, and Hollyweird in California!
