Regardless of just when Beijing was willing to acknowledge that something unprecedented was underway--hard to determine, clearly, on that basis: People in California were getting the flu. (Even Chinese do not arrive in throngs in New Jersey, then cross the border into New York, then return to New Jersey.) It isn't clear, just yet, in fact: If State of New Jersey, or New York: Knows what this OP is even about(?). Thousands dead tends to blur even vision(?).

The matter goes back to tests for immunities, only just available in recent days. The flu from China may have already been spreading early on in California: Creating a giant, "Herd" of people immune to Covid-19. When that percentile of the population is high enough, the problem is considered to be under control. So the Chinese may have helped to create a basis of containment. Good for China that they did not go pubic in panic, setting off rockets and fireworks, or whatever they do(?).
