When did the republicans control the general assembly or even one house? Without that, even if a governor suggests it, it won't be passed into law and money allocated to be spent on it because of the lack of votes.

Well, when you're the same party of who controls the votes, it's MUCH easier to get things done. The fact that they didn't, and Newsom claimed, I think, that the locals will figure it out when it comes to the fire hydrants, shows a total lack of leadership. If he had any thoughts of 2028, this may have completely derailed his chances. The wealthy liberals in LA didn't care about immigration, crime, or the economy. However, their houses get burned to the ground, you now have their attention.
