There seems to be quirks in that surplus. 26 Billion from the American Recovery Act. 16 Billion from the Federal Government largesse given to State and Local concerns and half of the surplus is mandated to go to schools which is not included in the total budget. And although we may have weather concerns here now and then. Water to drink and bathe and electricity to air condition the home is a constant near guarantee and not up to the whims of fruitcakes. Such a rich state and they let their people suffer for shortsightedness due to extremists.

It has struck me as amazing at how much of the populace is stupid enough to believe, when government steals a huge portion of their rightfully-earned income, and then gives back some small scraps of it, that government is doing them a favor.
