I don't see anything wrong with people volunteering their services to help those who cannot afford lawyers. Our local Legal Aid asks lawyers to volunteer to help out people who practice in areas that LA does not operate or to fill in the overflow, has a day a year where people can call into consult with lawyers for free, etc. Our local courts are having problems finding lawyers who will even represent criminal clients for the measly amount of money they pay them for the time involved when the public defenders office cannot represent them due to conflicts (like if 6 people are in a fight, the PD can only represent 1 of them and the remaining 5 have to be farmed out to private counsel).

Access to legal services for poor people is a huge problem; not one easily or cheaply solved; and the current state is an embarrassment in a society that prides itself on rights and laws.

I'm surprised LA County hasn't split the Office of the Public Defender into two separate departments. For those more typical cases wherein two defendants need a public defender such a bureaucratic solution seems obvious.

It depends on the locality as to the cost effectiveness, but that is probably true in most larger cities. My state pays private lawyers horribly to do indigent defense. The hourly rate looks ok but they cap the number of hours based on the charge, so a misdemeanor, for instance, might take 5-6 hours or more work and you will only get paid for an hour and twenty minutes. As a result, most lawyers who do it are either wet behind the ears or just really bottom-feeding client churners who do not put in the time to represent folks.
