Central Valley’s water-management system was designed to deal with droughts that last as long as five years, but the reservoirs that held its lifeblood got emptied into the ocean to rescue the Delta smelt.....

In fact, Obama threatened to veto a bill that would have resolved this situation almost exactly two years ago. Instead, Obama insisted that the environmentalists needed to keep channeling water away from this rich agricultural resource and from the farmers who had worked it for generations, thanks to their own engineering genius at defeating droughts, to pour that water into the Pacific Ocean instead. The government has emptied reservoirs to try to resuscitate a salmon run that disappeared 60 years ago. That water should have been saved so that it would be available during a drought.

Why do you think that the weather is continually getting more chaotic year after year? Record hear, record cold, record droughts, record floods, record pollution, and your brilliant plan to fix it is to build another oil pipeline.

You are the one that said the story was wrong. The entire story is based on a single claim California had a plan in place, and the whackadoodle environuts blew it up.

Feel free to back it up by proving that there wasn't a plan, and that it isn't the environuts fault that it failed.

Historically, delta smelt were relatively abundant in the upper Sacramento-San Joaquin Estuary, with populations declining dramatically in the 1980s.[14] They were listed as threatened by both federal and state governments in 1993, and sustained record-low abundance indices prompted their listing as endangered under the California Endangered Species Act in 2010.[15][16] Critical habitat was listed for delta smelt on December 19, 1994.[17]

On August 31, 2007, Federal Judge Oliver Wanger of the United States District Court for the Eastern District of California protected the delta smelt by severely curtailing human use water deliveries from the San Joaquin-Sacramento Delta from December to June.[19] These are the pumps at the Banks Pumping Plant that send water through the California Aqueduct to Central and Southern California for agricultural and residential use. Judge Wanger's later accusations that federal scientists had not provided complete or accurate information were investigated by RESOLVE and shown to be unfounded.[20][21]

Although there have been allegations that this protection has hurt California's agricultural sector, with the devastation of hundreds of thousands of acres of farmland and the loss of tens of thousands of jobs in the Central Valley,[22] a 2009 United States Department of Agriculture study estimated that job losses due to smelt protection were closer to 5,000.[23] An additional 16,000 job losses in the Central Valley were attributed to the drought California had been experiencing in recent years.[23]
