There is no cogent argument that shutting off the water to protect the delta smelt has not hurt California. We all know it. Southern California has a semi arid CLIMATE. It has always had a semi arid climate subject to periodic drought. That has not changed. There is no change in the CLIMATE. Huge numbers of people cannot live in a semi arid climate without taking water from someplace else. The climate has remained the same. The population has grown.

In 1982 we had a drought lasting several years. It was proposed that California build desalinization plants along the coast to alleviate the lack of water. Then it rained. Once it started raining again and the drought was over, the democrats in the California legislature no longer wanted to spend money on desalinization plants but a bullet train that goes from no where to no where instead. They believed that we were never going to have a drought again.
