In Versailles when the allies laid out the terms of surrender to the Germans and its allies. It is known as the treaty of Versailles and here is a link to explain it

It was were the seeds were planted and the land allocated to each group, without that one small act Israel would never have happened. The LoN allowed Syria and trans Jordan to be created, then Iraq and Lebanon. Finally it was the turn of the Jews to be given their chance of a homeland and they ended up with less than 10% of what they were originally promised.
