Actually it is the post offices fault. They stopped universal post marking of the mail.
And now only postmark for revenue protection.
Meaning that most business mail, including ballots, unless they have postage stamps on them, don't get postmarked.
If a state refuses to count mail-in ballots without postmarks, means virtually all mail-in ballots don't get counted.
