An active working gang member would not advertise his actions or deeds unless caught and charged.

SCOTUS said “facilitate and effectuate the return"......they can not force a sovereign nation to facilitate and effectuate his return if they do not wish to.Whether the Trump regime complies with the conservative Supreme Court's unanimous decision is yet to be determined.
