I admittedly know little to nothing about gang tattoos. So, I did a couple of searches. I did not see Garcia's finger tats among them. Here are the links. Interpret as you will. I personnaly think finger tats are, on average, kind of sleazy in general.

Does not sound good, even though he has no convictions for anything, I am aware of. That puts him ahead of 21% of black residents of voting age in Tennessee, except for coming into the country as an illegal alien. Although, it would not hurt my feelings if intentionally entering the country illegally (even if turning themselves in) were a felony instead of a misdemeanor.
