Thus, if he agrees to a deal with Mexico for a month but applies tariffs to Canada "we will talk again in a weeks time", would not be good for us or Ontario.

The EU is an even bigger target as Trump can give a better deal to nations individually but apply tariffs to other nations. This is a simple perfunctory approach that even an amateur negotiator could recognize as a path to concessions.
