At the point he was shot, the toy was under his coat. The officer involved didn't even give him a chance to explain himself. He just jumped out of the car and shot him, no warning.
Since you didn't bring it up, the case of Laquan McDonald is even worse. (Again, I have a personal connection as my brother is friends with the officer involved. We haven't been on speaking terms for six years.) The child was shot 16 times, 10 of them when he was lying on the ground. The CPD hid the video of the incident for a year and openly lied about it.
Except they aren't allowed. When a poor person shoots another poor person, they are arrested, prosecuted, and put in prison. Sometimes the police even get the right person. (I got to know a young man who spent 10 years in prison because the CPD beat a false confession out of one of his friends.) Suspects are often kept in jail for years without trial, often for crimes less serious than murder.
When a cop shoots someone, the FOP goes to the mattresses, demonizes the victim, and defends the bad actors to the hilt.
If every suspect got lawyers of the quality that Van Dyke, Loehman, and Wilson got, we could empty out the jails.
No, I'm appropriately outraged. Joe's ideal world, we wouldn't have streets flooded with guns, we wouldn't have the grinding poverty that leads to so much crime, we wouldn't let the mentally ill wander the streets untreated. We would treat addiction as a medical problem and not a criminal one.
None of which have to do with the fact that the police are allowed to get away with murder because we have system that protects bad cops.
