Depends on who indicts him, the the federal justice dept or the State of New York, which usually handles bank crimes and money laundering.

if NY State handles the indictment, then manafort can NOT be pardoned by Pres Trump....the president can pardon federal crimes only, not State...

The problem with your thought process here is the the warrants were granted on the basis of the fake trump dossier, the fisa court judges were mislead and got scammed, so the wiretaps were technically illegal. I know you just forgot to say that.

The FISA warrant described in the CNN article was issued in 2014. What does that have to do with Trump? Who was misled and about what?

Manafort has been under investigation by the FBI for his ties to Yanukovich's government since 2014. That investigation is still ongoing.
