The point is not without merit.

• Look at gun laws. A company makes a rifle for hunting, a dealer sells it to a lawful buyer. Then the guy goes out and commits a heinous crime with it. What do they do? Blame the dealer, try to take his license, and blame the manufacturer trying to put them out of business, despite neither having any hand in nor control over the use of the gun.
• Now look at this felon: guy is repeatedly arrested for serious crimes then let loose anyway over and over until he rapes a little girl. At some point, there needs to be accountability that this comes back onto the judge's lap who bends over backwards to let criminals back out onto the street.
