Bottom up governance...can it really work?

What kind of America would we have if our politicians wrote every piece of legislation and pushed every policy with the dregs of society in mind almost exclusively?
Compartmentalizing the citizenry and pandering to the lowest grade fringe factions can’t seem like an effective method of governance for anybody even half sane...can it?
Does such governing work anywhere...has it ever worked anywhere...could it work anywhere?
 
No. But pandering to the dregs isn't supposed to work. It is supposed to transfer power. Once enemy democrats get power they don't even need dregs.

I agree.
One would think that even those within the armpit of society would know that no prosperous thriving nation can or should tailor it's political policy around the lowest grade.
 
From the courthouse to the white house, the dregs have always held all the power, they are the political class. Always have been.

The real dregs are those whom drag society down...those whom contribute nothing positive, are a burden, a societal liability.
