The reality is that Trump decided exactly what was a national emergency and what was the solution. I don't recall him asking me or anyone else if the wall is a national emergency. It doesn't even matter if he is right about the wall being an emergency. The next president just has to play by the same rules, you may not like it but there won't be much you'll be able to do about it.
