I had always thought they were under the judicial branch. I am for it if it isn't already.

He really screwed up Newark, N.J. as Mayor. And then was rewarded by the corrupted and pushed as Senator. A man as intellectual as he is running a small area like that city should have been on top of any incipient the airport issues also at the time.
