The question isn't if it is overruled by federal law, the question is why would Democrats in Maryland pass a bill that could be interpreted to condone infanticide in the first place?

And even if Roe is overturned, that doesn't mean federal law overrides State law anyway, as the issue would be returned to the States. There is no federal mandate for abortion regulation, or even any general medical regulation, which is why most medical laws are applied at the State level.

The whole concept of a 28 day window hinges on one word. I don't believe it is state law just yet.
