Is this permitted, or is this a mistake?

I believe I should be able to contact any mod I choose. (I am trying to report another antisemite who compared Jews to cockroaches.) I wanted to give this mod a try to see if she would be more willing to clamp down on the onslaught of Jew-hate.

I'm not aware of mods being able to block anyone sending them a message, but I don't know the software. I just get hounding off them to send messages to them because they love me, but I resist.
