Mods read every report that comes in.

What Lisa is saying is that she wanted to send a PM/DM to a specific mod instead of using the report button. That's a bad idea and CAN be seen as "mod shopping", just like someone mentioned in a reply. If I hear of any mod giving preferential treatment to any member, they'll have some serious explaining to do!
