Some of America's past leaders understood that the two races couldn't share society in a calm, cohesive, and functional manner. Both James Monroe and Abraham Lincoln believed in sending blacks to the African continent or some place of their own.

James Monroe expressed his views on race during his presidency, particularly regarding African Americans. One notable quote attributed to him is:

The Injustice Department said they would seek maximum penalties for anyone who goes after someone for political reasons.
