SCOTUS, in 2013, ruled that coverage formulas were outdated and not responsive to current needs putting an unpermissible burden on constituitional federalism and equal sovereignty. Basically what that did, is preclude Democrats from vote harvesting, IMO. Republicans were blamed for disenfranchising black voters when they were really trying to verify the legitimacy of voters.
