I bet the guy they arrested is a good guy. He was just watching out for the safety of those around him.

This is a good reason why cops shouldn't put suspects in choke holds

A 24-year-old man was taken into custody, police said.

Should the guy get charged?

Chokeholds are the safest way to subdue someone, but it has to be done properly. There is no normal situation where you would be choking someone for 15 minutes.
