You have it backwards. The TEMPORARY jurisdiction they have here actually trumps the SOVEREIGN jurisdiction of their home country.

You want an example?

If you go to Mexico, and they catch you doing something illegal, the SOVEREIGN jurisdiction you are afforded from America means nothing. Mexico has 100% control over you . If they send you to a Mexican prison, there is nothing but diplomatic begging the US can do for you.

Hence where TEMPORARY jurisdiction beats SOVEREIGHN jurisdiction.
