FDR pushed Japan into attacking with his many economic sanctions, threatening military forces, and bellicose statements. Plus he knew the attack was coming and refused to forewarn commanders at Pearl, then allowed them to be scapegoated. In effect, it was a false flag event to push a nation to war. The country believed FDR's many statements that he would keep us out of the war during the campaign of 1940, but of course he was lying.

Every war since the American Revolution has been a false flag or set up by those in power.
